The Believe in a Dream Scholarship is an outreach program of the Empire of the Royal Sovereign Imperial Court of the Single Star, Inc. (ERSICSS); a straight / gay / lesbian / transgender social service organization founded in 1984 in Houston, Texas. January of 2010 was the first year that this scholarship was awarded to a “rainbow” of people in order to assist in furthering their education.
