Eligibility requirements

Must be a dependent child, spouse, or domestic partner of a 9/11 victim (including airplane crew and passengers; World Trade Center and Pentagon workers and visitors; and relief workers involved in rescue efforts)

Parents and siblings of victims are not eligible unless they can provide documentation of financial dependence on the victim

All applicants must complete the Families of Freedom registration process prior to submitting their first application

Registration is only being accepted for victims who passed away on September 11, 2001; registration for families of permanently disabled victims is closed

Children of permanently disabled registrants (where applicable) must have been born after September 11, 2001 but prior to September 30, 2008 to be eligible

Applicants must enroll in a program of postsecondary study by age 24 (those who turn 24 during their course of study must continue uninterrupted to remain eligible)

Funds are available only for undergraduate/postsecondary study (not elementary or secondary)

Scholarships may be used only at accredited vocational-technical schools, trade schools, two-year colleges, four-year colleges, or universities located in the United States

Eligibility and award amounts are based on demonstrated financial need (need-based)

Supporting documents must be uploaded with the application (documents are not accepted by email or fax)

Students must apply each year for continued eligibility and award determination
