The Wings Over America Scholarship Foundation annually sponsors a minimum of 50 scholarships to further the postsecondary education of Navy dependents from the aviation community. Scholarships are $5,000 and some are renewable. Scholarships may be used for trade school certification, community college or four-year university/college undergraduate study and may be used for tuition and mandatory fees only at an accredited institution. Recipients are selected on the basis of scholastic merit, community service, extra-curricular activities and character. All applicant's personal information is redacted to ensure a blind selection process. If an applicant's tuition and mandatory fees are fully covered by other scholarships from their institution, ROTC, or Post 9/11 Bill/Yellow Ribbon benefits, they are ineligible to receive a scholarship. Students attending service academies are also ineligible.

Dependent children and spouses of active duty, retired, honorably discharged, or deceased Enlisted or Officer U. S. Navy personnel who serve or have served in U. S. Navy Aviation.
Dependent children must be unmarried natural born, adopted or stepchildren up to the age of 23 of the application year.
Dependent children must be graduates or graduating seniors of an accredited high school or home school equivalent.
Dependent children must be current college or trade school students.
Dependent children must be enrolled or plan to be enrolled in an accredited institution as a full-time student taking a minimum of 12 credits per semester.
Dependent spouses must be enrolled or plan to be enrolled in an accredited institution as a full-time or part-time student taking a minimum of 6 credits per semester.
Grandchildren must be unmarried natural born or adopted up to the age of 23 of the application year.
Grandchildren must be graduates or graduating seniors of an accredited high school or home school equivalent.
Grandchildren must be current college or trade school students.
Grandchildren must be enrolled or plan to be enrolled in an accredited institution as a full-time student taking a minimum of 12 credits per semester.
Any spouse or child of a member of the U.S. Navy who died while on active duty serving within a U.S. Navy aviation command may qualify regardless of length of service of the deceased sponsor.
The applicant's sponsor must have served at least eight years of active duty or ADSD such as a reservist who has been called upon to work full-time for a specified amount of time in an aviation or subordinate command.
The sponsor must have served within the U.S. Navy aviation community.
